Is there anyway to file on her insurance if she refuses to pay?

I was in a wreck at a gas station two weeks ago. The woman backed into my honda with her truck and my drivers side light broke out and the blinker no longer works. She also left a pretty big gash in the bumper and dented my hood a bit. When we got out she said she was so sorry and she would take care of it. She did not want to file a report because she said her insurance would go up and she could not afford that. I empathized with her as I am a single working mother struggling myself. I even reured her that it was ok and that I was just glad that my little girl was not hurt and that she and I were okay. Then I told her at least it is an old car and not a BMW it is going to be fine because she was crying.Then I had to work some crazy hours for the next two weeks so when I got an estimate at two places I called her and let her know how much it was going to be. I told her I had the print outs and that I had told them not to worry with the bumper or hood I just needed the light and blinker fixed so I could drive at night and p inspection. She now says she can not pay and that she did not mess up my bumper or my hood and I had gone to "ridiculous" places to get estimates when I know I went to one of the most reasonable guys in town. I also had just told her she could deal with them directly so she would know the money was actually going to have my car fixed. I am so frustrated and I do not know if there is anything I can do. If i could get the surveillance footage would that help? Is there anything else I can do? I am not interested in suing or money I simply need my light fixed so I can drive to work and back and my daughter will be safe.
