Denied a loan mod for insufficient income?

I am currently in my 10th month struggle with Chase, trying to get a loan modification approved. I lost my job 2 years ago as a teacher, and have been working at other jobs to keep my home afloat. After submitting doent, after doent, over and over, I called today only to be told that a letter was drafted and being sent out to deny my loan mod due to insufficient income (i.e. don't make enough per month). How can I be denied for not making enough? Isn't that the whole reason I sought out this program? When I speak to my case manager, I will ask about increasing my income, and if that would help. Does anyone know what the SUFFICIENT amount is? This is so frustrating I hope someone can shed some light on this issue. thanks
