HELP!!! Whats wrong with my budgie?

My parakeet has lost feathers under her wing and it looks like it is sore, and there are little blackish dots under there attached to the shafts of the feathers that are still there, close to the skin. I'm not sure if it's little dried blood drops or bugs (nothing is moving) or what. Most of the feathers are gone under the wing and the skin looks pink, but there are small patches of orange. She seems very irritated under her wing. She has not plucked or picked her own feathers. She holds up her wing and it is shaking...not sure if its from pain or irritation. Could this be a bacterial thing, a fungal thing, a parasitic thing, or ??? She sleeps on two legs and her breathing is a bit labored. What do I do for her on a Friday night when the vets are all closed?
