O My octopus said he was indecently touched by a fish at a recent party. Is it likely to be a groper?

Everyone at the party seemed to have clammed up about it. He said it's no big deal and is brushing it off as someone just sea-horsing around but I think this is an urchin matter that should be dealt with.
